Request For Proposals Development of a Solid Waste Operations and Management Plan for the new Aalax Landfill on Saint Paul Island 

February 11, 2026 

The City of Saint Paul, Alaska invites qualified firms to submit proposals for the development of a comprehensive Solid Waste Operations and Management Plan for Aalax Landfill. The plan will guide waste reduction, landfill optimization, and sustainable disposal strategies for the next 50 years, and cost-effect management of solid waste services, ensuring compliance with all applicable regulations and alignment with environmental goals. Additionally, this RFP includes preparation of permitting documents for the new Aalax Landfill and detailed closure plans for the Ataquan Landfill.

To be considered, proposals must be received via email no later than March17, 2026 no later than 4:00 pm Alaska Standard Time.

RFP 26-01

Request For Proposals For Saint Paul Government Accounting Software Project 

February 2, 2026 

The City of Saint Paul, Alaska (“City”) is hereby issuing a Request for Proposals (“RFP”) to supply, install and support a new governmental accounting software system. Minimum requirements include but are not necessarily limited to General Ledger, Accounts Payable, Accounts Receivable, Sales, Payroll and Other Tax Management. Overall goals for the new software will include better cost-effectiveness, greater integration and simplification with user-friendlier technologies and tools for greater efficiency.

To be considered, proposals must be received via email no later than March 20 , 2026 no later than 4:00 pm Alaska Standard Time.

RFP 25-03, Amendment 3

Request For Proposals For Saint Paul Small Boat Harbor Utilities Expansion Project For Economic Development Administration Grant 07-79-07871

The City of Saint Paul will receive sealed bids or all work required for the Small Boat Harbor Utilities Expansion project including demolition of the existing lift station and construction of a new lift station. Bids shall be on a stipulated lump sum basis.

This RFP was originally published December 8.  The City received four bids for this project, which were all over the federal award from the Economic Development Administration (EDA). The City has revised/amended the RFP and reopened the proposal.

On March 12, 2026, the City received three amended proposals before the deadline in response to Amendment 3 to RFP 25-03.  At 4 pm Alaska Standard Time on March 12, 2026, the City held a Public Bid Opening via Zoom, where each proposal was opened and read aloud. The lowest Base bid was received from Alaska Geothermal, LLC.  On March 13, 2026, the City issued a Notice of Intent to Award a contract to Alaska Geothermal, LLC.  This Notice is for the Base Bid only. Alternates 1 and 2 may be added through amendment contingent upon the City securing additional funding.

An offeror who wishes to protest this Notice of Intent to Award must file a protest within ten (10) calendar days following the date this notice is issued.

RFP 25-02

Request For Proposals For Saint Paul Island Infrastructure Improvements To Enhance Drinking Water System Resilience For The U.S. Environmental Protection Agency, Grant M3-02j93601-0 

This project is for the planning, design, procurement and installation of equipment and systems, and construction of three components which will improve the capabilities and capacity of the City of Saint Paul’s Water Utility.

The City received 2 proposals in response to RFP 25-02. One from Kuna Engineering and the other from Bristol Prime Contractors. Both were received via email prior to the deadline of 5:00 pm December 10, 2025.

A notice of intent to award a contract was issued to Kuna Engineering on January 9, 2026.  The City and Kuna negotiated a contract to complete the project within the budgeted amount as per the RFP and executed a contract on March 6, 2026.
