Request For Proposals Development of a Solid Waste Operations and Management Plan for the new Aalax Landfill on Saint Paul Island

Summary: The City of Saint Paul, Alaska invites qualified firms to submit proposals for the development of a comprehensive Solid Waste Operations and Management Plan for Aalax Landfill. The plan will guide waste reduction, landfill optimization, and sustainable disposal strategies for the next 50 years, and cost-effect management of solid waste services, ensuring compliance with all applicable regulations and alignment with environmental goals. Additionally, this RFP includes preparation of permitting documents for the new Aalax Landfill and detailed closure plans for the Ataquan Landfill.
To be considered, proposals must be received via email no later than March 17, 2026 no later than 4:00 pm Alaska Standard Time. Electronic proposals should be in a single PDF format and sent by email to pazavadil@stpaulak.com with the subject line “Bid to RFP 26-02.”

A: When the City reviews the first draft of the O&M Plan submitted by the Contractor, the City will determine if City staff need any training with items such as, for example, ongoing maintenance, equipment upkeep, etc.
A: No. The City will take over from there. The City may contact you if it cannot answer any questions from ADEC.
