Request For Proposals For Preparation of a Saint Paul Island Supplemental Safe Transportation Development Plan For Road Safety Audit, Lighting Plan, and Assessment of Gaps In Post-Crash Care

Summary: The City of Saint Paul, Alaska (City) invites qualified firms to submit proposals for preparing a Saint Paul Island Supplemental Safe Transportation Development Plan to enhance the Action Plan completed in February 2025. Supplemental planning funding is needed to perform road safety audits, a road lighting plan and an assessment of critical transportation gaps in post-crash care. The issues addressed as part of a supplemental safe transportation development plan will help in developing transportation safety corridors and address the history of limited transportation and medical infrastructure concerns that have been a part of the history of the rural native community.
The City has received federal funding through the U.S. Department of Transportation Federal Highway Administration Office of safety for the development a Saint Paul Island Supplemental Safe Transportation Development Plan.
Bids will not be accepted without registration. To be considered, proposals shall be received via email at pazavadil@stpaulak.com no later than 3:00 p.m. on, May 29, 2026 with the following in the Subject line: “Proposal for RFP 26-04”. Any proposal received after the closing date and time will be considered disqualified. Firms will be timely notified confirming receipt of their submitted proposal by electronic mail. Proposals received by mail, telephone, or facsimile (fax) will not be considered.
